Some interpolated values are wrapped in single-quoted PowerShell literals without the psq() single-quote doubling helper (e.g. p.dshHome from process.env.DSH_HOME, and p.from from the installed package.json version, which is not parseVersion-validated before interpolation). A value containing a single quote would break out of the literal and inject PowerShell. Reachability is limited: it requires control of the dsh process environment or the installed framework's package.json version string, which already implies significant compromise.

Local-only dsh version manager; PowerShell execution and npm/network use are intentional and gated by loopback+Host+Origin checks; only a low-severity escaping inconsistency.

Rule (2026-10-24): when a dynamic conclusion exists it is authoritative (it may raise or lower the level); without one, the static/vet fused tier applies. The audit never writes the exemption list (exemptions are manual only); a wrong conclusion is withdrawn by human review and the tier falls back to static/vet.
