Every tools/probe-*.mjs script connects to http://127.0.0.1:9222 and evaluates arbitrary JavaScript in whatever page the debugged browser has open (Page.navigate to an argv-supplied URL first), then drives clicks, touches and form focus. This is a full-content-script capability against the debuggee. Impact is limited to a developer machine that already exposes a Chrome DevTools port, and the scripts are excluded from the published `files` list, so nothing here is reachable in a production install.

Mobile-UI client plugin: shipped runtime is lib/* (not in scope); all scan warnings come from unshipped local-only CDP debug tools — no reachable risk.

Rule: the dynamic audit can only raise risk, never lower it (raise-only, never an exemption); a wrong raise is withdrawn by human review and the tier falls back to the static verdict. Overall verdict = the stricter of the two layers.
