lib/index.js:653workerQuotaMap() reads ~/bailian-free-auto/state.json, a file belonging to a different local tool and outside the plugin's data directory, and its derived per-model ok/exhausted status is served on /dsh-model-priority/provider-models and /suggest. The read is read-only and exposes no key material, but it crosses the plugin's declared data scope without notice.
No exploitable path: state routes are Host/Origin/Sec-Fetch-Site fenced, the key proxy is token-gated, config rewrites are validated permutations; only low hardening gaps remain.
Rule (2026-10-28): when a dynamic conclusion exists it is authoritative (it may raise or lower the level); the static scan tier (vet primary, dsh backstop) applies only when there is none (not queued / audit failed / withdrawn). The audit never writes the exemption list (exemptions are manual only); a wrong conclusion is withdrawn by human review and the tier falls back to the static scan tier.
