The credential destination is fully configurable: plugin config `baseURL` or the `NOUS_BASE_URL` variable resolved through `launchEnvironmentOf(ctx)` (whose layers explicitly include the project the agent is launched in, per the in-code comment "the product trusts the project it is launched in"). This is bundled third-party code (vendored Schemastery). It evaluates a string passed as a schema's `callback`, i.e. a schema *definition*, not a config value. This plugin defines all its schemas literally in code (Config, catalogModel, RetryPolicySchema) and never deserializes a schema from untrusted JSON, so the construct is effectively dead here and cannot be driven by model output or user config; it is reported only to refute the static scanner's critical=1 shape hit.

Nous LLM adapter is mostly sound; its one real risk is that the bearer API key is sent to a baseURL taken from config/project-env layers with no host allowlist or HTTPS enforcement.

Rule (2026-10-24): when a dynamic conclusion exists it is authoritative (it may raise or lower the level); without one, the static/vet fused tier applies. The audit never writes the exemption list (exemptions are manual only); a wrong conclusion is withdrawn by human review and the tier falls back to static/vet.
