When dcli__agents_md runs with apply=true, those values are copied into the managed AGENTS.md block; AGENTS.md is an instruction file, so injected text can steer later agent actions or tool calls.
No critical/high issues; one medium prompt-injection channel writes unsanitized project metadata into AGENTS.md; host half and tool specs were not harvested.
Rule: the dynamic audit can only raise risk, never lower it (raise-only, never an exemption); a wrong raise is withdrawn by human review and the tier falls back to the static verdict. Overall verdict = the stricter of the two layers.
