loadGatewayEnv() parses a user config file ($DSH_ALPHA_GATEWAY_ENV or ~/.config/dsh-alpha/gateway.env) with no key allow-list and merges every KEY=VALUE into process.env, which runTask() then passes to spawn("dsh", ["--profile", "alpha", task], { env: process.env }). Anything able to write that file can set loader-affecting variables (e.g. NODE_OPTIONS) and get code execution inside the spawned agent. The precondition is write access to the invoking user's own config file, so this stays within the same user privilege boundary rather than escalating it.

Scanner warnings are benign: argv-array spawns, token redaction, root-confined cwd and fail-closed approvals; only a low-risk config-file to child-env merge remains.

Rule (2026-10-24): when a dynamic conclusion exists it is authoritative (it may raise or lower the level); without one, the static/vet fused tier applies.
