plugins/capability-broker/index.js:197After a single request_capability('jobs') call the model can execute any PowerShell command as the host process user. Because the agent routinely ingests untrusted content (browser_snapshot, document_extract, web_fetch), a prompt-injected page or document can turn this into host code execution; only output size and CWD are bounded, not the command itself.

plugins/capability-broker/index.js:119httpUrl validates only the scheme, so the model (or injected content) can point the bundled Chrome at localhost, RFC1918 or link-local/cloud-metadata endpoints and read the response through browser_snapshot. This is an SSRF-style channel, but it matches the declared purpose of a browsing capability and requires the model to be steered into it.
Bundle is mostly well-bounded, but the jobs capability exposes a raw model-supplied PowerShell runner (unrestricted code execution) and document path confinement is wired to the wrong argument.
Rule (2026-10-24): when a dynamic conclusion exists it is authoritative (it may raise or lower the level); without one, the static/vet fused tier applies. The audit never writes the exemption list (exemptions are manual only); a wrong conclusion is withdrawn by human review and the tier falls back to static/vet.
